  Club Meeting Information The Topeka Corvette Club meets 11 times a year (January - November). Our meeting location is McFarland's restaurant at 4133 SW Gage Circle Drive.

Dinner is from 5:30 p.m. - 7:00 p.m.

The regular Club meetings begin at 7:00 p.m. and visitors are welcome. 

The Club Board meeting, held immediately preceding the general Club meetings, begins at 5:00 p.m. While Club members are welcome to attend, they may not participate unless specifficaly invited to do so.   

 The Vetter Letter The Vetter Letter is a monthly publication of the Topeka Corvette Club. Its purpose is to provide Club members with information concerning upcoming Club and car-related events, social gatherings, and atricles about members and Corvettes in general.

CONSTITUTION TOPEKA CORVETTE CLUB


ARTICLE 1 - NAME, PURPOSE, AFFILLATION

    Section 1 - NAME: The name of the Club shall be the Topeka Corvette Club, Inc., hereafter referred to as TCC or Club. Amended 1-83; 2-93, 9-03;
    Section 2 - PURPOSE: The purpose of the Club shall be to encourage planned trips, events and social activities for members of the Club. The Club will provide and regulate events and exhibitions for Corvette enthusiasts and encourage careful and skillful driving on public highways as set forth in the Articles of Incorporation. Amended 9-03;
    Section 3 - AFFILLIATION: TCC shall be affiliated with the National Council of Corvette Clubs, Inc., hereafter referred to as NCCC. Added 9-03;

    To maintain affiliation with the NCCC, fifty-one percent of the Club's members must also be members of NCCC. It is the duty of the Governor to report any deficiency to the Board of Directors. The Board of Directors shall determine what action will be taken to ensure that this percent is maintained. Added 7-89; Amended 9-03;

ARTICLE II - MEMBERSHIP AND DUES

    Section 1 - MEMBERS: Membership in the Club shall be restricted to owners, or operators of Corvette automobiles who are interested in the purposes of the Club. When making application for membership the applicant(s) shall complete a membership application form and attach the required fees. If the application is accepted by two-thirds (4) of the Board of Directors the new member(s) will receive a copy of the Club Constitution and be given a membership card. If the applicant does not receive a two-thirds vote of the Board of Directors, they are automatically rejected. It shall be the responsibility of the Board of Directors to notify the applicant by letter of the results. The application and money will be returned with the notification letter. Amended 9-03;
    Section 2 - CLASSES OF MEMBERSHIP
    A. PRIMARY MEMBER - The person of a household that is designated as the primary membership in TCC and NCCC on the application. Amended 7-89, 9-03;
    B. SPOUSE / COMPANION MEMBER - The spouse or companion of any Primary member and has paid their dues for TCC and NCCC. Amended 10-74, 7-89, 2-93, 9-03;
    C. TCC MEMBER - A person of a household that is the designated TCC member and holds membership in TCC only. Added 2-03; Amended 9-03;
    D. TCC SPOUSE/ COMPANION MEMBER - Spouse or companion of a TCC member and has paid their dues for TCC only. Added 9-03;
    E HONORARY - Any person who has distinguished themselves to Club esteem and who may be elected by the majority vote of the members present at the monthly meetings. Amended 7-84; 9-03;
    F. CHARTER MEMBER - A person who has had continuous membership since November 2, 1971. Added 10-74; Amended 2-93, 9-03;
    G. DEPENDENT MEMBER - The child of any Primary, Spouse, TCC or TCC Spouse member who is between the ages of 16 and 21 years of age. Added 9-03;
    H. SPONSOR - The sponsor(s) or a representative of the sponsor(s) shall be a member.
    Section 3 - DUES
    A. Annual dues to TCC shall be set by the Board of Directors. For those members joining NCCC, annual dues shall include the amount set by NCCC. The Governor of the Club shall forward payment of national membership dues to NCCC. Amended 10-72, 2-93, 9-03;
    B. Honorary - No dues required. Amended 9-03;
    Section 4 - PRIVILEGES: Primary, Spouse/Companion, TCC, TCC Spouse/Companion, and Dependent members are entitled to all Club privileges. Honorary and Sponsor members are entitled to all Club privileges, except that they shall not have the right to vote or hold office. Amended 10-74; amended 2-93, 9-03;
    Section 5 - TERMINATION OF MEMBERSHIP Membership automatically lapses for non-payment of dues at the close of the November monthly meeting. Delinquent members must pay dues as a new member to be reinstated. Amended 2-93, 9-03;
    Section 6 - EXPULSION: Any members may be expelled or suspended for infraction of the Club rules or such other causes as may be determined by the majority of the Directors as being in the best interest of the Club. However, before such action is taken, the member shall have an opportunity to submit in writing or in person, their position as to whether or not they should be expelled and/or suspended. Amended 2-93, 9-03;
    Section 7 - RESIGNATION: A member's resignation from the Club will be effective immediately upon the Secretary's receipt of the written resignation. Any indebtedness to the Club is not canceled, and is still considered to be owed to the Club. Amended 2-93, 9-03;

ARTICLE III - MEETINGS, MEMBERSHIP

    Section 1 - ANNUAL MEETING: The annual meeting of the members shall be held the first Tuesday in October of each year for the election of officers, reports of committees, and for such other business as may lawfully come before the meeting. Amended 2-97;
    Section 2 - MONTHLY MEETINGS: Regular monthly meetings of the membership shall be held on the first Tuesday of each month, except December. The Board of Directors shall decide on a time, which will best meet the needs of the membership. Amended 2-93, 9-03; When the date falls on a holiday and it would be in the best interest of the members this date may be changed by vote of the membership present at that time. Added 9-03;
    Section 3 - SPECIAL MEETINGS: In addition to any provisions of the Constitution, special meetings of the membership may be called by the President or by a majority of the members of the Board of Directors and/or voting members.
    Section 4 - NOTICE OF MEETINGS: Members shall be notified of meetings, stating place, day, hour and purpose; including special meetings. Publication in the. TCC Vetter Letter shall constitute proper notice. Amended 1-83, 9-03;
    Section 5 - QUORUM: A quorum at each meeting of the membership shall consist of one-third of the voting members. Two of these members should be current officers of the Club. Amended 9-03
    Section 6 - VOTING: All actions, except an amendment to the Articles of Incorporation or Constitution, shall be by majority of those present voting. Except as hereafter provided, Voting by proxy (with no member voting more than two (2) proxies or absentee ballot shall not be allowed except with the approval of the majority of the Board of Directors in accordance with the rules they prescribe and with notice to all members. ARTICLE IV -BOARD OF DIRECTORS

    Section 1 - ELECTION: The membership shall elect six members from the membership to serve as Officers of the Club, which will make up the Board of Directors. They shall serve two years, three officers being elected every other year. Amended 1-83;
    Section 2 - OFFICERS: The offices of President, Vice-President, Secretary, Treasurer, Office-At-Large, and Governor shall be elected by the membership to serve for a two year term. President, Secretary and Officer-At-Large shall be elected in October in an odd year to start in November of that year continuing through October the following odd year. The Vice-President, Treasurer, and Governor will be elected in October in an even year to start in November of that year continuing through October the following even year. Amended 1-83; 7-89;
    Section 3 - NOMINATING COMMITTEE: Appointment of a Nominating Committee of three members for the purpose of electing officers at the annual October meeting shall be made by the President at the September meeting. The nominating committee must nominate at least one person for each office. Members interested in being nominated shall contact the Nominating Committee and the Nominating Committee may solicit the members. Nominations shall also be accepted from the floor. Amended 2-83
    Section 4 - VOTING: Election of the officers shall be held at the annual meeting in October. All officers elected shall be elected by a majority of votes cast. Members wishing to vote by proxy or absentee ballot shall request, in writing, a ballot from the Secretary and return the ballot to the Secretary prior to the election meeting. Amended 1-83;
    Section 5 - RESIGNATIONS: In the event that any of the officers resign from office, or become unable to hold office before the end of the elected term, the remaining members of the Board of Directors shall appoint a member to fill the vacancy until the next election.
    Section 6 - ANNUAL MEETING: The President shall set the annual meeting for the Board of Directors so that the old and new officers may make a transfer of accounts, business and property. This shall be done prior to the November meeting. Amended 9-03
    Section 7 - MONTHLY MEETINGS: A monthly meeting of the Board of Directors shall be held.. The President will set date, time, and place. Amended 7-89, 9-03; In some case it may be necessary to cancel a monthly meeting. This decision will be at the discretion of the President and agreed upon by the rest of the Officers. Added 9-03;
    Section 10 - QUORUM: At all regular or special meetings of the Board of Directors, a majority of the members of the Board of Directors shall constitute a quorum.

ARTICLE V - DUTIES OF OFFICERS

    Section 1 - DUTIES OF THE PRESIDENT: The President shall preside at all meetings of the members and Board of Directors and shall perform the duties pertaining to this office. The President may call special meetings of the members under the provisions of Article III. The President shall be the Chief Executive of the Club.
    Section 2 - DUTIES OF THE VICE-PRESIDENT: In the absence of the President or in case of the President's death, resignation or inability to act, the duties usually pertaining to that office shall be performed by the Vice President. The Vice President shall also serve as Chairman of the Activities Committee and shall appoint members to that committee.
    Section 3 - DUTIES OF THE SECRETARY: The Secretary shall attend all meetings of the members and Directors and shall record all minutes and votes. The Secretary shall keep an up-too-date roll of Club Members. This roll should include name, address, phone, year(s) of corvette(s), and any other information the Board of Directors feels pertinent. The Secretary shall give all notices of meetings of the members required by Constitution; and shall perform all duties incident to the office, required by law or by the majority vote of the Board of Directors. The Secretary shall have custody of the Club's records. In the absence of the Secretary from any of the said meetings, a Secretary pro tempore shall be chosen by the presiding officer.
    Section 4 - DUTIES OF THE TREASURER: The treasurer shall, subject to such conditions and restrictions as may be made by the Board of Directors, have custody of all moneys, debts and obligations belonging to the Club. The Treasurer shall receive all Moines of the Club and deposit same in the Club account. The Treasurer shall make all payments of Club debts upon approval of the Board of Directors. All contracts, checks, drafts, notes or other orders for payment of money shall be signed in the name of the Club by the Treasurer and countersigned by the President or Vice-President, and shall give bond, at the Club expense, if required by the Board of Directors. The Treasurer shall give a report on the financial status of the Club at the Annual Meeting and monthly meetings; and if so requested, any other meeting of the Board of Directors. No obligation, debt or other liability shall be incurred by the Treasurer without specific approval of the Board of Directors
    Section 5 - DUTIES OF THE OFFICER-AT-LARGE: The Officer-at-Large shall serve on the Board of Directors, and shall also serve as Public Relations Chairman, having the privilege to appoint any members to the Public Relations Committee as may be deemed necessary. The Officer-at-Large shall perform all other duties as the President shall see fit.
    Section 6 - DUTIES OF THE GOVERNOR: The Governor shall act as liaison of the Club including, but not limited to, attending Governor's meetings at the NCCC; acting as communications officer with other clubs; dispensing information of TCC and to communicate as liaison officer with other Corvette Clubs. The Governor shall make reports to the Club of the proceedings of the NCCC Governor's meetings, and shall act as one of the officers and sit with the Board of Directors at meetings. Added 12-5-72;

ARTICLE VI - COMMITTEES AND ACTIVITIES

    Section 1 - APPOINTMENT OF COMMITTEES: The President shall appoint such committees, as may be found desirable from time to time, and shall outline the duties and responsibilities of such committees. All reports or action taken by a committee must be voted by a majority of the entire committee. In addition to the authority granted above, certain standing committees shall be appointed annually by the President. Amended 2-93;
    Section 2 - ACTIVITIES: The Activities of the Club shall consist of planned trips, social gatherings and events as planned by the Activities Committee and other members appointed by this committee. Amended 2-93;

ARTICLE VII - FISCAL YEAR

    Section 1 - The fiscal year of the Club shall be from November 1 to October 31.

ARTICLE VIII - PERSONAL LIABILITY

    Section 1 - All persons or corporations extending credit to contracting with, or having any claim against the Club or the Board of Directors, shall look only to the funds and property of the Club for payment of such contract or claim for payment of any debt, damage, judgment, or decree, or any other money that may otherwise become due or payable to them from the Corporation of the Board of Directors, so that neither the member of the Club, the Board of Directors, present or future, shall be liable personally therefore.

ARTICLE IX - FINANCE

    Section 1 - TCC shall have the authority to negotiate and procure loans from any source the President deems fit and in any amounts; and to pledge or mortgage any security owned by TCC; to secure the same all under the direction of the Board of Directors. Amended 2-93, 9-03;

ARTICLE X - AMENDMENTS TO THE CONSITITUTION

    Section 1 - The Board of Directors of the Club or any five members by written proposals submitted to the Secretary, may propose an amendment to the Constitution. Upon such proposal being made, a copy shall be included in the notice of the next meeting of the members. Members wishing to vote by proxy or absentee ballot shall request the same from the Secretary and return the same to the Secretary by the date specified in the amendment notification. If two-thirds of the votes cast are in favor of the proposal, the proposed amendment shall thereby be approved and adopted. Amended 7-94;

ARTICLE XI - DISSOULUTION OF THE TOPEKA CORVETTE CLUB

    Section 1 - Any remaining assets of the club are to go to a charitable organization to be determined by a simple majority of the remaining TCC members. Added 7-89

ARTICLE XII -INVENTORY The Secretary will maintain an inventory of Club property. Upon re-election, election or any change in officer position, the new officer will receive all property assigned to that office and sign for such property. The Secretary will maintain the Club property lists. Added 2-93, Amended 9-03;

TOPEKA CORVETTE CLUB OPERATING RULES ADVERTISING POLICY Adopted August 9, 2007

 

The Club's advertising policy includes the newsletter, "Vetter Letter", and the Club's website. All ads must be Corvette related. There will be no charge for placing an ad. Ads will be run on a monthly basis which may be renewable by the individual placing the ad. Ad must be one column (ex. business card size), two inches or less in length, and no picture printed in the Vetter Letter. One picture may be included with the website advertisement. Non-Club individuals may advertise for free. Should there be abuse of advertisements the VL Editor and/or Webmaster will notify the Board to readdress the non-club individual, no charge ads. A business card-type ad is an exception to the monthly notification rule. It may run continuously, but must be Corvette related. Perceived abuse should be reported to the Board, Webmaster, and/or Vetter Letter Editor.

NOTIFICATION TO CLUB MEMBERSHIP BY EMAIL:

 

If a Club member wishes to have the membership notified of a death, illness, or accident, please notify the Club President by email with detailed information as to what you want shared. The information will then be forwarded to the Club membership by email.

 

MEMORIAL CONTRIBUTION:

 

Instead of flowers/plant the Board has decided to contribute $25.00 to the family's memorial choice. Should there be no designated memorial contribution a $25.00 donation will be made to Let's Help in the individual's name. A memorial contribution will be sent provided the notification is made within the month of the death, and there is a relationship to a member according to the following: Spouse Mother / Father Stepmother / Stepfather Daughter / Son Stepdaughter / Stepson Sister / Brother

 

CARDS:

    All other family related deaths of a club member would justify a sympathy card providing there is notification within a week of the incident.
    TCC members will be sent a card for illness or injury, providing notification is within one week of the related incident.
    Former TCC members may be sent a card in the event of a death, illness or injury providing notification is made within one week of the incident.

 

MEMORIAL CONTRIBUTION NOTIFICATION:

 

When the Secretary is not available, notification will be in the following order: President, Vice-President, Treasurer, Officer-At-Large, and NCCC Governor.
